I would mention it in conversation lightly. Try to make it humorous, like “Yeah, I need money more then I need a new (blank) for Christmas/my Birthday”
If you do end up getting a gift, see if you can return it for cash. If not, good luck.
I think your husband means it would be rude to ask for money because it’s like assuming that person is going to get you something in the first place.

I tell everyone in my family every year I either want a card, pre-paid credit card, or money. It just makes everyone’s life easier - they don’t have to think of what to buy me and I can buy what I like.

…i’ve heard of people asking for cash but only because they intend to donate it to their favorite charities. in fact, they specifically say so in the invitation.
other than that, i believe it would be tacky to request your friends and relatives for money gifts to cover your medical bills. what i would suggest is you subtly hint your desire and hope your friends can read you.
